Innovation Clusters and knowledge trajectories

This paper `River deep, mountain high: Of long‐run knowledge trajectories
within and between innovation clusters, by Önder Nomaler and Bart Verspagen examined the global pipeline of knowledge from a different perspective. 
Knowledge flows differentiate an innovation cluster from an industrial cluster. We examined the knowledge flows as part of DST sponsored project on Innovation Cluster , which was published as `Promoting Innovation in Clusters'. Global pipelines are purpose-built connections between a given local firm and parties in the world outside. Partners can range from other firms, suppliers, customers, universities, to research centres. Establishing a global pipeline is expensive, yet, it is possible with a conscious effort on the part of partners at both ends of the pipeline, making the exchange highly targeted towards specific pre-defined goals.

New and valuable knowledge can always be created in other parts of the world and firms that can build a pipeline for such sites of global excellence gain competitive advantage.
Information that one cluster firm can acquire through its pipelines will spill over to other
firms in the cluster through local buzz. In developed economies, pipelines to the outside
world are regarded as key source for radical innovation, channelling new knowledge and
practices to local firms. Local interactions represent a more genuine vehicle for incremental
innovation.

The authors bring in the concept of technological trajectories ,  defined as (patent)citation chains, A very simple example is where patent A in region 1 is cited by patent B in region 2, which is in turn cited by patent C in region 3. The knowledge flow is then A(1) -> B(2) -> C(3). In terms of the start- and endpoint of this example path, we see a “deep” knowledge flow from region 1 to region 3. However, because patents usually cite more than one other patent, we need a way to conceptualise the complex networks that arise in the real world.

When a technological trajectory develops, it
does so along a specific spatial trajectory. This spatial trajectory mostly consists of chains of
patents from inventive clusters. In other words, the results from the technological cluster
literature have a strong relevance for the analysis of technological trajectories. The way in
which firms use local buzz and build global pipelines will have a strong influence on how
trajectories develop. On the other hand, the development of the technological trajectories that the firm is interested in will also determine how it builds its global pipelines of knowledge transfer, and where it will seek local buzz.

Discussion
Indian firms can tap the global knowledge emanating from other clusters relatively easily when that knowledge is embedded in best practices, capital goods, aided by supplier/ buyer. That tends to be incremental in nature. Competitive advantage is derived from more substantial knowledge flows that are in fluid stage and in patents. Thus Indian firms citing core patents of other , far away cluster firms stand better chances of benefiting from knowledge trajectories.

E Book- Promoting Innovation in Clusters

I have raised several issues in building innovation cluster in countries like India where academic spin-off/ pay-offs are not significant.

Clusters are groups of firms, related actors, and institutions that are located near one another and that draw productive advantage from their mutual proximity and connections. Clusters arise and grow because the firms within them profit materially from the presence of powerful “externalities” and “spillovers” that bring them important competitive advantages, ranging from the presence of a specialized workforce to supplier specialization and the exchange of leading edge knowledge. Today, the US economic maps show scores of local agglomerations: biotech in Boston, information technology in Silicon Valley, entertainment in Hollywood, horse trailer manufacturing in north Texas, marine technologies in eastern North Carolina and wine in southern Washington. Clusters are prominent in Europe too. On average, every fourth company (employing at least 20 persons) in the European Union (24%) work in a cluster-like environment characterized by close cooperation with other local businesses and strong ties to local business infrastructure. 

Based on US and European success a new movement started all across the globe to promote regional innovation clusters. The paradox is that while all agree that no where governments succeeded in creating an innovation cluster out of nothings, all nations are working to promote clusters and to make them more innovative. The search is for identifying a cluster that already exist but not passed the market test as hot spot though potential exists. Some factors are considered more important than others to determine the potential, like University linkages, Social Capital of cluster, Access to heterogeneous knowledge, Intervention by public authorities. 

In India, Innovation Cluster project was initiated at three places, Hyderabad, Ahmedabad and NCR region and in this paper we present our learning on managing white spaces to make a cluster innovative.

Tech Transfer 2012- hundreds of Life Science technologies on offer

As a part of `Innovation Cluster' project, Foundation for MSME cluster is organising two tech transfer events, one in Hyderabad and second in Ahmedabad. This is continuation of tech transfer shows held in 2011.
For the 2012 events, Entrepreneur ready technologies are globally scouted and  accessed by IKP Knowledge Park.
The Hyderabad event is scheduled on 9th February at Hotel Katriya .

Facilitating global outreach of European and Indian innovation clusters

Event towards "Facilitating global outreach of European and Indian innovation clusters" is planned coinciding with TCI Global Conference at MDI, Gurgaon, on 1 December 2010. The objective of the event is to stimulate and facilitate global outreach of European and Indian innovative clusters through in particular: 
  • Increasing mutual awareness on cluster policies, development methods and management practices;
  • Facilitating in Europe and in India access to and contact with the appropriate cluster stakeholders;
  • Fostering research, innovation and industrial cooperation between clusters in Europe and in India.

Foundation for MSME clusters


The Foundation for MSME Clusters was conceptualised to contribute towards the process of cluster based development of MSMEs and thus enhance their competitiveness, generate sustainable employment and alleviate poverty. At the suggestion of the Ministry of Small Scale Industries, Government of India, the United Nations Industrial Development Organisation (UNIDO) conceptualised and initiated the process of creating the Foundation for MSME Clusters. Subsequently, the Foundation was legally constituted as a non-government, non-profit registered trust under the auspices of the Entrepreneurship Development Institute of India (EDI), Ahmedabad, in the year 2005.

The institute has been awarded a project by DST to develop sustainable model for Innovation clusters. Under Phase-2, proposals are invited from entrepreneurs, academic and research institutes.
