The National Institute of Intellectual Property Management (NIIPM) is a Central Government Organization under the Ministry of Commerce & Industry engaged in conducting various Intellectual Property (IPR) training programs on Patents, Designs, Trademarks and Geographical Indications.The institute is conducting a 2 day and another a 5 day training programs on IP at Nagpaur. Iqbal Ahmed-model engineer

A model engineer working in unappreciated isolation in India works his way up to a win in one of the world's foremost miniature machining contests.

Iqbal Ahmed was born in Nagpur, India to a well-to-do family. His grandfather was in the insurance business, and when automobile insurance became mandatory for all drivers, his business expanded in the region. After claims were paid on cars, his grandfather would purchase the less damaged of the wrecks and renovate them for sale. He would hire mechanics to do the repairs, and young Iqbal was able to observe the repairs being made and to ride around in many different types of cars; all of which fueled his interest in engines and how things worked.

In 2001 Iqbal Ahmed entered the Sherline Challenge contest with a small steam engine and boiler that did not place highly. In 2004, his small brass lathe with electric motor took 3rd place. In 2005, his 4-cylinder internal combustion engine took 2nd place. In 2007, he dominated the contest, winning both first and second place with his tiny scale models of a Sherline 5400 milling machine and a Sherline 4000 lathe. These machines were not only a clever choice for popularity with the show-going public who did the voting, they were superbly made and equipped with accessories like chucks, a rotary table, tilting table and mill vise with rotating base. This places Iqbal in the company of some of the best model engineers in the USA and some former winners of the Craftsman of the Year award with his contest win in the Machinist's Challenge. Proposals invited from technology start-ups

Call for Proposals

Entrepreneurial dynamism and innovations in high technology industries promote economic growth and in the long run are necessary for it. To bridge the gap in the ecosystem that connects technologists with risk taking entrepreneurs and investment managers, DSIR has taken up a new scheme TDDP-START-UPs, during the XI plan. The scheme aims to ‘value incubate’ about 200 IP (Intellectual Property) based start-ups during the plan period with early stage (pre-revenue stage) funding in the form of grant / loan, subject to a maximum of Rs 250 lakh. The support amount is to be utilized to accelerate product development (beta version) in a period of 9 to 12 months for faster market entry.

Proposals are now invited from start-up firms meeting the following requirements:

o The firms are registered in India with majority (51% or more) ownership by Indian citizens.

o Possess protected/licensed intellectual property for a breakthrough technology. The IP can be the one generated by the promoters or licensed in from national/ international research organizations like CSIR/IISc/IIT.

o Significant scale up potential; only projects where investors (Angel investors/registered VC funds/TDB/SIDBI capital etc) issue a non binding Expression of Interest (EOI) for late stage funding would be eligible for support.

Global Entreprenuship Programme

During the India-UK Entrepreneurs summit, 2008, Prime Minister of UK invited IIT students and others bubbling with new ideas to take advantage of Global Entrepreneurship Program. The Global Entrepreneur Programme (GEP), set up in 2003 by UK Trade & Investment, aims is to create high profit sustainable global companies from pioneering start-ups, using the UK as a strategic headquarters and base for international expansion. Funds will be made available thro partnership between Indian Angel Network and their British counterparts.

Technology 2020

A recent report by the Rand Corporation (Silberglitt and others 2006) examines some 56 emerging technologies expected to be commercially available by 2020 and evaluates in detail the 16 judged to be most important on the basis of technical feasibility, marketability, and societal impact.These applications include improvements in health services (targeted drug delivery, improved diagnostic and surgical methods), in access to information (rural wireless
communications, quantum cryptography), and in the environmental sustainability of products and services (improved water purification, green manufacturing, hybrid vehicles).

An interesting part is what India is expected to lag behind industrial countries- gap areas are:

• Ubiquitous information access
• Tissue engineering
• Pervasive sensors
• Wearable computers

TATA Nano

The small car developed by Tata Motors is another milestone in evolution of automobile sector in India from imitators to innovators. The number of patents filed by the six top local auto makers in the country jumped 85 per cent in just 18 months since January 2005 against the 10-year period between Januray 1995 and December 2004, according to data from Evalueserve, a firm that tracks patent filings.In contrast, companies like Maruti Suzuki, Hero Honda and Ashok Leyland (which has a tie-up with Iveco) that depend on their global partners for the bulk of their technology account for just 2 per cent of all patents filed.

Among the companies, Chennai-based TVS Motors, is the leader in terms of the sheer volume of patent filings in Indi - the company has filed 131 patents to the Indian Patent Office since January 1995, of which 70 per cent have been filed since January 2005, speeding up after its joint venture with Suzuki ended in 2001.However, when it comes to the success rate, Tata Motors takes the top honours, with the ratio between patents filed and issued at 60 per cent.

NASSCOM IKP Innovation Fund

NASSCOM and ICICI Knowledge Park have announced details of NASSCOM ICICI Innovation Fund (NIIF) to stimulate technology innovation in India through providing seed capital funding for opportunities in emerging technologies. The fund corpus will be Rs. 100 crores in the initial round, with an expansion of another Rs.100 – 150 crores in additional rounds.

The fund seeks to provide seed capital to any company involved in IP creation in specific sectors. The criteria based on which a company can qualify for investments from the fund are:

1. The company must be based in India
2. The business activity must have a focus on IP creation
3. The company must be operating in one of the following sectors:
   * Automotive Infotronics
   * Life Sciences
   * Wireless
   * Medical Devices
   * Intelligent transport systems
   * Energy conservation technologies and devices

While there is no restriction on the age of the company, the fund will encourage companies that have been incorporated in the last couple of years or that have recently ventured into IP creation projects.

Homage to Barefoot Innovator Dr P.K.Sethi

Dr. P. K. Sethi, who invented the affordable prosthesis called the Jaipur foot, which has helped millions of amputees in developing countries to lead normal lives, died Sunday in Jaipur, India. He was 80.The Jaipur foot, which has never been patented, is available in more than 25 countries, most of them poor, many of them with great numbers of land-mine victims. Unlike many high-priced prostheses in developed countries, it can be made by traditional craftsmen, lasts more than five years and costs about $30, making it affordable for mass distribution.Pramod Karan Sethi was born on Nov. 28, 1927, in the ancient northern Indian city of Benares (now Varanasi), on the banks of the Ganges. His father was a professor of physics at Benares Hindu University. On completing his medical education in India and Britain, he became a lecturer in surgery at Sawai Man Singh Medical College and Hospital in Jaipur.Dr. Sethi came up with his invention after years of extensive research. He was helped by Ramachandra Sharma, a semiliterate craftsman who had been teaching lepers to make handicrafts and who became his assistant....read

To be eligible to qualify for an award,

· The applicant must have been directly involved in the breakthrough/ innovation journey/ process (may be the work of one person, a few people or a large team or department). No third party consultants should have been involved in the process.

· Consultants may enter work they have done for clients. (In this case, they should enclose a statement from the client agreeing to be interviewed for the in-context audit and featured in the relevant publications if the entry wins)

· The innovation must be well defined. The description of the innovation must specify clearly why the product, process or business system has had an impact and why it should be considered INNOVATIVE and UNIQUE.

· The innovation must be one that has been implemented or has yielded results within the last 5 years. All innovations that have been implemented and demonstrated results after 2002 are eligible.

Garage Scientists at 95th Indian Science Congress

Indian Science Congress, the biggest annual event for scientists, 95th in the series, is inaugerated by Prime Minister today in Andhra University, Visakhapatnam. An exhibition is being held parallel and highlights of the exhibition are School Children and Garage scientists. Twenty garage scientists are displaying thier creative output, these garage scientists work from their homes and nearby workshops. They do not own any state-of-art equipment. The Piramal Prize was established by the Ajay G. The report says "The government has begun discussions with Sun Microsystems to set up web-management tools for an ‘open source’ drug discovery project, which works similar to a popular online encyclopaedia formed by articles contributed and edited by the brightest minds worldwide. The first project would be to develop medicines for tuberculosis and later extend to other diseases like malaria and AIDS".

3D Solid Compression

3D Solid Compression (P) Ltd (3DSoC) is a spin-off from Indian Institute of Science and Stanford University. Bioremediation patent for Prof. K.M. Elizabeth

Prof. K.M. Elizabeth of the Department of Microbiology in Gitam University has succeeded in ammonia removal from industrial effluents through a bio-remediation method and has obtained a patent for the method, which will be of use in steel industry in particular. The inventor claims ' the bacterium identified by him can remove 100 per cent ammonia within 24 hours, according to Nessler’s method, and 75 per cent according to the Russian method of Nesselerisation'. This is an indication of quality research work done in lesser known universities.

Bangalore-based XCyton Diagnostics has launched the DNA macro chip, a molecular diagnostic kit, for identifying a range of pathogens causing eye diseases in the country recently. CNN reports that Natco Research Centre reeived Thomson Scientific Innovation award for the year 2007.The award, presented for the first time at the InfoVision 2007 conference in Mumbai, India, went to Natco Research Center for their achievements through patented technology as recorded in Thomson Scientific patent information services. The report says that Natco was determined to be the most efficient innovator by ranking the number of inventions per R&D spend.

India-UK Advanced Technology Centre (IU-ATC)

Techtree reports that British Telecom (BT) is leading a consortium of 22 industry- and academic- partners such as the Indian Institute of Technology (IIT) to launch the India-UK Advanced Technology Centre (IU-ATC). CTRI gets patent for Solansole

Central Tobacco Research Institute (CTRI) based in Guntur in the southern Indian state of Andhra Pradesh has bagged the patent rights for for ‘solansole’ (a medicine extracted from tobacco for use in the manufacture of cancer and cardiac drugs). E-Charka

Everyone in India is familiar with charka, the yarn spinning wheel. Innovator Rajsekhar applied for a patent for his E-Charka.The invention here is about producing electricity from the same charaka along with production of yarn. Government issues Circular on border enforcement of IPRs

In its Circular dated October 29, 2007 (“Circular”), the Central Board of Excise & Customs under the Ministry of Finance, India, has issued instructions to the relevant customs and excise authorities, for implementation of the Intellectual Property Rights (Imported Goods) Enforcement Rules, 2007 (“IPR Rules”) dated May 8, 2007. The IPR Rules emanate from Section 11 of the Customs Act, 1952 which empowers the Central Government to prohibit import or export of goods infringing intellectual property rights. Before the notification of the IPR Rules, the notification of January 18, 1964, prohibited import of goods infringing trademarks and design. These new IPR Rules prohibit import of goods infringing patent, copyright and geographical indications as well .

LaCONES

The ambitious international project Laboratory for the Conservation of Endangered Species (LaCONES) was launched in 1998 by the Centre for Cellular and Molecular Biology (CCMB). Project envisaged to help conserve the fast disappearing big cats and preserve genetic diversity of selected species of animals. The methods used to conserve and propagate these species are artificial insemination, in vitro fertilisation, transfer of embryo and finally cloning. As part of this project, artificial insemination of big cats was tried for the first time. Between April 2000 and January 2001, four lionesses were artificially inseminated 12 times while three such trials were also done in the case of a female leopard. But CCMB did not get any success in terms of obtaining pregnancy following insemination.Success had come with the birth of a live fawn by Black Buck artificially inseminated b non-surgical intra-vaginal insemination.

Review of UK's Science & Innovation policy

A full-scale review of the UK's science and innovation system was released on 5th October offering detailed recommendations for boosting the pace of that country's research commercialization efforts. It has gotten not only high marks from university and business leaders, but also an immediate response from Prime Minister Gordon Brown in the form of new funding and programs called for in the report. Authored by former science minister and millionaire businessman Lord Sainsbury, the review made more than 50 recommendations, four of which were immediately embraced by Brown.

Kalpasar Project-modern India's most ambitious project

It is an extraordinary project that involves building a 64 km dam and turning a part of the Arabian Sea into a freshwater lake. It will take at least 20 years to build and if it ever gets off the ground, it will cost around Rs 50,000 crore (Rs 500 billion). It envisages creation of fresh water basin of more than 2000 sq. kms, which will receive water from 12 rivers flowing into Gulf including excess water from Narmada, Mahi, Sabarmati and Dhadhar. Labs NEERI and NIO signed MOU to carry out impact assessment study.

Cool India-Clean India

It is the slogan of inventor JJ Singh, retired Lt.Col who developed Surya Kiran, a methodology for affordable cooling of homes, whose business plan was prepared by ISB. The methodology is based on using Nylon mesh of 80-20 black-green color mix (commonly used in greenhouses) to be installed in windows around the house and coating of lime mixed with adhesive to be applied on the roof. The mesh acts as a black body which absorbs the radiation and lime acts as a white body which reflects the radiation from the roof top. Appropriate positioning of the above materials in the house aligned with sun’s movement from East to West creates a Heat sink effect which leads to an ambient temperature of 26-28 degree Celsius inside the house with 30-40% relative humidity against the prevailing outside temperature of 38-40 degree Celsius and 10-20% humidity. This dust and temperature control system based on environment friendly material can lead to 40-50% savings in electricity consumption and bring down the dust level in the house significantly. With a initial investment of Rs.3000/- and a repeated annual cost of Rs.200/- of replacing the lime coating, this methodology is a low cost solution to create a “Cool India and Clean India”. This unique methodology has been granted a copyright and patent by the Government of India. (L – 24914 /2005, DT 8-9-2005).

CSIR Scientists in Hyderabad, Parthasarathy; Gopalakrishnarao ; Bojja , Choudhary; Boyapati Manoranjan , have been granted a US patent for an invention aimed at the total removal of the highly toxic compound hexavalent chromium from water. Chromium is one of the a common contaminants released as effluent from electroplating and the leather tanning industries.

Economic Times (registration required) carried an interesting article on `Evolutionary Design'. This tantalizing hypothesis is based on work of John R Koza and others on `genetic programming'. Koza's quote " The fact that genetic programming can evolve entities that are competitive with human-produced results suggests that genetic programming may possibly be used as an "invention machine" to create new and useful patentable invention".

Life Line to Business (LL2B)

Kris Dev got an opportunity to demonstrate his project` biometric tracking of beneficiaries' in Rural India - in Kurkuri and Dhuparchak Musahari, most under developed, in Gonpura Panchayat, Phulwarisharif Block of Patna district. The proof of concept was done among 170 men and women who are registered beneficiaries and having NREGP Cards with photographs.
