Request for Proposal - Design Manufacture supply and Maintain Integrated NavIC and GPS Receiver

The government has invited proposals for design, manufacturing, supply and maintenance of 10 lakh integrated NavIC and GPS receivers. The request for proposal document said that MeitY (Ministry of Electronics and IT) seeks proposals from bidder to design, manufacture, supply and maintain Integrated NavIC and GPS chips and ensure deployment of Integrated NavIC and GPS receivers. As per the document, the last date for submission of the bid is 11th January and pre-bid meetings will be held on 14th December.

NavIC is an independent and regional satellite navigation system of India. Government of India is promoting NavIC as an indigenous positioning technology with an inbuilt messaging system. Ministry of Electronics & Information Technology (MeitY), Government of India is trying to support companies facilitate market entry of NavIC in established market of tracking and navigation. Hence, MeitY seeks proposals from bidder to design, manufacture, supply and maintain Integrated NavIC and GPS chips and ensure deployment of Integrated NavIC and GPS receivers.

Devas- an application developer or service provider

The controversy on agreement between Devas and Antrix corporation rages on. From the press meet, it appears Dr Kasturi Rangan was trying to convince that some of the best brains in satellite communication are at work in Devas and they are developing a new technology. Not much was covered about the technology, so I dig into some.

EchoStar VII and EchoStar VIII in USA are both spot beam satellites. With these two highly powerful spot beam satellites, we can direct about 50 different spot beam “projections” to the continental U.S. and deliver a lot more local programming to those specific areas. Each spot beam has an approximate diameter of 300 miles, making them powerful satellites. Read more.

On applications, there is this paper `Emerging Trends in Multimedia Broad casting' by AK Bhatnagar, CE, AIR& Doordarshan. This application is called Satellite DMB system and there are 4 players in that: Worldspace, MBCo, MAESTRO, ISRO/DEVAS.

MBSAT satellite launched in May 2004

Is it possible to develop an application with only the Transponder without Spectrum? If not how much Spectrum is needed for application development? And how will the application developer benefit if competitors are allowed free play without development costs?

Avantel Limited


Avantel Limited, Hyderabad is promoted by Dr A.Vidyasagar, technocrat from IIT Kharagpur. The firm forged strategic relationship with ISRO and offers several wireless systems.
MSS Reporting terminals for ship to shore data communication through Indian satellites are configured through a PC based work station with a user friendly GUI. The architecture is scalable and flexible to take care of future requirements. The data communication is highly secure with interface to a range of applications for command and control. These terminals work on a wide beam near omni directional antenna and hence are operational without satellite tracking and stabilization.

To send short messages from ship to main land, these terminals are ideal solution. They are mounted on the ship and use INSAT MSS payload to communicate to the destination through HUB. User in the ship can send the text or GPS messages through serial port to the terminals. Terminals can be configured in aloha, TDMA mode and Auto GPS Mode.
